Charles attended George Mason University, where he graduated with distinction with a Bachelor of Arts in Politics and Government in 1985. After graduating, Charles attended University of Virginia School of Law, where he graduated with his Juris Doctor in 1988. Charles was admitted to practice law in Virginia and the District of Columbia in 1988. He is a member of the Virginia State Bar and the Loudoun County Bar Association.
